Windows 8.1 updates get stuck in this way due to an outdated update console being present in the Windows 8.1 .iso files for reinstalling the operating system. This means the Windows update console is out of date and cannot detect the latest updates needed for your operating system.

Why will Windows 8.1 not update after a fresh install?

This is a known and wide spread issue with Windows 8.1 that has not yet been addressed my Microsoft. The problem occurs because to update itself, Windows 8.1 needs a later version of the ‘Windows update’ feature.

Needing an update to update itself is not a good situation for a computer. This is where the above fix comes in, in this fix we are forcing the update of the Windows update console. This then allows Windows 8.1 to detect and download what it needs from the main servers at Microsoft.
